A HOAleader.com reader asks: "We are trying to understand the possible classifications of residents in our Wisconsin condo community, specifically 'what qualifies as a renter?' I've heard there are owners and renters. Under what classification does a family member, living in a unit that is owned by another family member, fall?"

"Our documents allow for 10 percent of the 62 units to be rented. Some homeowners are concerned that, under certain circumstances, this number could be increased by vote of a majority of members who are sympathetic and we become a rental community. Many homeowners don't want to see this happen."
